Possibly/probably no meaningful difference. Production runs being what they are, their may be no more of the black IHSW-23 left in Japan. Initiating a new production run, with the same design sometimes means a new lot number too. It only takes a small change (the factory where they are sewn, a tweak to the design, a different loom), and a new lot number may be deemed necessary.

The only difference is the collar. The IHSW-23 has a single weak point where at the collar, whereas on the IHSW-49-BLK we have overlapped the fabric to strengthen it a little
